YORK, Pa. — Twelve additional Pennsylvania counties moved into Yellow Phase on May 22: Adams, Beaver, Carbon, Columbia, Cumberland, Juniata, Mifflin, Perry, Susquehanna, Wyoming, Wayne and York.
In Yellow Phase, public pools and childcare centers are allowed to reopen, as well as retail stores.
In the first weekend of in-person shopping since stores shut down two months ago, small shop owners hoped to answer the question of whether customers would feel comfortable coming in.

Freddie’s recreational and medical marijuana company, based in Flint, started delivering their products to people’s home across the state.
“We’re trying to expand everywhere, we’re trying to go into Wayne and even the Detroit, which it seems like they have plenty of dispensaries, but they don’t have a Freddie’s,” said owner of Freddie’s, Barry Goodman.

With three other merchants, Peery opened This N That Treasures on East Drive in Arbutus in early March. She chose the location because the people are friendly, and she was drawn in by the thought of seeing the business corridor thrive with new, burgeoning businesses like Ellicott City, she said.
The shop was open for less than two weeks before she had to close in mid-March under state orders to limit the spread of coronavirus.
