The small girl had been “sleeping for most of the day,” so when she woke up and “had a little energy,” the family took her to the grocery store to go “shopping for some ‘shnacks’ with her cart.”
Lily Belle was clearly happy to be pushing her little cart down the grocery aisles when another customer strolls by and asks her if she’s shopping too.
“What are you buying?” the older gentleman asks her before reaching into her pocket and pulling out a dollar bill.

Staff said the children, 10 and 6, were asked if any of the items were paid for and they replied they were not. The children's mother, Stephanie Ashley-Marie Carr, then walked up and said she had to run out to her car to get money but officers said she changed her story several times. Police noted there was $443.57 of items in the shopping cart.
Stephanie Ashley-Marie Carr, 29, 1130 Willow Ave. Apt. 2, was charged with petit larceny and endangering the welfare of a child.

At the December 16, 2019 meeting of the Lakewood City Council, the Council will take action on “Public Nuisance Code Amendments – Shopping Cart Ordinance”.
Ordinance No. 725, if enacted, will create Lakewood Municipal Code Chapter 8.16.90 regarding abandoned shopping carts.
From the Dec. 16 meeting agenda … “It is recommended that the City Council adopt the draft shopping cart ordinance.”

Police: Morgantown woman tried to steal 3 computers and other items from Target

According to the criminal complaint, officers with Granville Police responded to Target in University Town Centre about a shoplifting in progress. An employee pointed out to police a woman, identified as 39-year-old Samantha Swaney, who was exiting the store with a full shopping cart.

The employee saw Swaney cut security cables from three computers and place them in the shopping cart, court documents state. The employee also saw Swaney put other items in the cart.
